I have never come across a project that had sufficient resources in terms of quality and quantity in all areas. However, I have had the pleasure of accompanying projects that made the best possible use of resources. To get there, there are a number of prerequisites that I will work out with you. For example: appropriate planning and recording of hours (as detailed as necessary), operable processes and visualizations to show bottleneck resources, clear escalation paths and goal-oriented cooperation, project-oriented personnel recruitment and qualification. In addition, strengthening self-management is often a major factor in improving the resource situation. And here, too, OKRs can help.
